Step I - You must read theLicensing Rules for Family and Group Child Care Homesand theChild Care Organizations Act prior to submitting your online application. Upon receipt of your application, a rule book and the Child Care Organizations Act will be sent to you. Prior to submitting an application, you must contact local zoning authorities to see if operating a group home is allowed in a your neighborhood. The purpose of the orientation is to review the licensing rules and laws and prepare you for the licensing inspection. Family child care homes do not necessarily report all of their sessions, and thus all of their age-range capacities, to INCCRRA. License-exempt family child care, such as family, friend and neighbor, may care for three or fewer children or children from one family. This care can be offered in the caregiver’s home or in the child’s home. Confirm that every adult living, working, or volunteering in the family child care home has had a comprehensive background check.
Facility Hours
Offer and provide temporary care and supervision in their own residence for six or fewer children under the age of thirteen years, not including the operator’s children, for more than six hours per week. As a certified Family Child Care Assistant, you must meet the qualifications of a licensed Family Child Care provider. You can provide care under the supervision of a licensed Family Child Care provider or you may provide substitute care for up to 25 hours in a twelve month period. There are more than four children under the age of two, including the provider’s own children or any children who reside in the home. There are more children in care than are allowed by the license or exemption letter.

Child care staffing shortages throughout the state have made it difficult to find caregivers for our youngest Michiganders. With over 9,000 vacancies, shortages of staff are impacting the industry’s ability to serve children and families. To help meet this need the Child Care Licensing Bureau is now accepting requests for exceptions to the rules, “rule variances”, identified by child care professionals as barriers to bringing on new staff members. This number is the minimum known capacity of children that a family child care home is licensed to serve at any one time.
